In public relations and communication science,
publics are groups of individuals, and the
public (a.k.a. the general public) is the
totality of such groupings.
This is a different concept to the sociological
concept of the Öffentlichkeit or public sphere.
The concept of a public has also been defined
in political science, psychology, marketing,
and advertising. In public relations and
communication science, it is one of the more
ambiguous concepts in the field.
Although it has definitions in the theory of
the field that have been formulated from the
early 20th century onwards, it has suffered
in more recent years from being blurred, as
a result of conflation of the idea of a
public with the notions of audience, market
segment, community, constituency, and
stakeholder.

POLICY
A policy is typically described as a
principle or rule to guide decisions
and achieve rational outcome(s). The
term is not normally used to denote
what is actually done, this is
normally referred to as either
procedure or protocol.
Whereas a policy
will contain the
'what' and the 'why',
procedures or
protocols contain
the 'what',
the'how',
the 'where',
and the 'when'.
Policies are generally adopted by the
Board of or senior governance body
within an organization where as
procedures or protocols would be
developed and adopted by senior
executive officers.
A Policy can be considered as a
"Statement of Intent" or a
"Commitment". For that reason at
least, we can be held accountable
for our "Policy".

POLICY
Public policy can be generally defined
as the course of action (or inaction)
taken by the state with regard to a
particular issue.
Other scholars define it as a system
of "courses of action, regulatory
measures, laws, and funding priorities
concerning a given topic promulgated
by a governmental entity or its
representatives.
"Public policy is
commonly embodied
"in constitutions,
legislative acts,
judicial decisions".
