PRIVILEGE




Law of Privilege


A privilege is a special entitlement to
immunity granted by the state or another
authority to a restricted group, either
by birth or on a conditional basis.

It can be revoked in certain circumstances.
In modern democratic states, a privilege
is conditional and granted only after birth.
By contrast, a right is an inherent,
irrevocable entitlement held by all citizens
or all human beings from the moment of birth.

Various older privileges, such as the old
common law privilege to title deeds, may
still exist, but be of little relevance
today. Etymologically a privilege means a
"private law", or rule relating to a
specific individual.

In a broader sense, "privilege" can refer
to special powers or de facto immunities
held as a consequence of political power
or wealth.

Privilege of this sort may be transmitted
by birth into a privileged class or
achieved through individual actions.

In the United States, federal grants are
economic aid issued by the United States
government out of the general federal
revenue. A federal grant is an award of
financial assistance from a federal
agency to a recipient to carry out a
public purpose of support or stimulation
authorized by a law of the United States.

Grants are federal assistance or loans to
individuals, benefits or entitlements. A
grant is used to acquire property or
services for the federal government's
direct benefit.

Grants may also be issued by private
non-profit organizations such as
foundations, not-for-profit corporations
or charitable trusts which are all
collectively referred to as charities.

Outside the United States grants,
subventions or subsidies are used to
in similar fashion by government or
private charities to subsidize programs
and projects that fit within the funding
criteria of the grant-giving entity or
donor.

Grants can be unrestricted, to be used
by the recipient in any fashion within
the perimeter of the recipient
organization's activities or they may
be restricted to a specific purpose
by the benefactor.

An entitlement:

is a guarantee of access
to benefits based on
established rights or by
legislation.



A "right":

is itself an entitlement
associated with a moral
or social principle,
such that an "entitlement"
is a provision made in
accordance with legal
framework of a society.



Typically, entitlements are laws based
on concepts of principle ("rights")
which are themselves based in concepts
of social equality or enfranchisement.

In a casual sense, the term "entitlement"
refers to a notion or belief that one
(or oneself) is deserving of some particular
reward or benefit—if given without deeper
legal or principled cause, the term is
often given with pejorative connotation
(e.g. a "sense of entitlement").

financial assistance
which are not a loan,
and do not need to
be paid back.


When should I apply for a grant? You
should apply for State & Federal grant
applications as soon as possible.
Grant proposals typically have a
deadline for applying.

A grant proposal should look like a
business plan. It needs to show the
clear use of funds and why you
receiving the grant will benefit your
company and the community.

Federal and State government grant
proposals should be written in a way
where your "mission statement" is
easy to understand and very clear.
You want the federal agency reviewing
your grant application (whether for
your small business or personal use)
to clearly see why you need this
grant and how it will be used in
detail.

Federal Entitlement programs, or Formula
Funds, are non-competitive funds allocated
on the basis of student enrollment.

The U.S. Department of Education distributes
these funds to State Education Agencies (SEA)
that in turn, distribute the funds to Local
Education Agencies (LEA) or school districts.

Local school districts must allocate the funds
to qualifying school campuses based upon student
enrollment.
