Communities in urban and rural areas can apply for government grants
to help with their revitalization efforts. Areas in need of assistance
and that meet the requirements of the grantor will be considered. These
grants do not have to be repaid as long as the applicants stick to the
terms of the agreement.



HOPE VI Revitalization Grants Program

One of the grants communities can apply for is the HOPE VI Revitalization
grant. The Department of Housing and Urban Development (HUD) sponsors funds
for areas that demonstrate financial need in order to revitalize their
communities. The grants can be used to destroy distressed properties, or to
replace, build and rehabilitate public housing dwellings for low-income
families. These revitalization projects are also meant to improve the
well-being and safety of all residents in the area.



Community Facilities Loans and Grants

Communities that are in need of money to pay for revitalization projects
in their area can apply for the Community Facilities Loans and Grants
administered by the U.S. Department of Agriculture. These grants may be
used to construct, expand, rehabilitate and renovate homes and buildings
in distressed areas. Also these funds can be used for child care centers,
assisted living programs, food centers, group homes, mental health
facilities and homeless shelters.

The beneficiaries, besides rural communities, can be farmers and ranchers.
This program provides additional financing in the form of loans.



Rural Business Opportunity Grants

Rural areas can get a boost to their economic development by receiving the
Rural Business Opportunity grant. The Department of Agriculture provides
these grants to rural areas in need of technical assistance as well as to
help businesses with training and planning support. Nonprofit organizations
as well as Indian tribes in rural areas can apply for the grant.

PROJECTS




Community revitalization projects help to rebuild neighborhoods into safe,
affordable places to live. They also reach into the educational system
through projects such as illiteracy programs. Revitalizing communities means
developing projects that target the disabled, veterans, teens, and the poor
as in providing wheelchair access for the disabled in public buildings and
sidewalks.

The federal government has several sources available for revitalization
offered through grants to municipalities and non-profits.



Government

The United States Department of Housing and Urban Development has created
numerous programs that deal with the revitalization of communities including
the Community Development Block Grant that issues grants for affordable
housing, infrastructure, community centers, and senior citizen projects. In
August 2010, 189 million dollars was allocated to the HOPE VI Project to
implement a new program called Choice Neighborhoods. The program will issue
grants to housing authorities for projects that revitalize crime ridden
neighborhood into mixed income areas.

Examples of government funded projects include; a study into the Vietnam
veteran and post-traumatic stress disorder and technical training for staff
involved with the Ryan White HIV/AIDS program.



Women's Community Revitalization Project

A group located in Philadelphia, Pennsylvania, called the Women’s Community
Revitalization Project, operates projects that assist women with affordable
housing, services for families; community greening that encourages women to
turn vacant lots into gardens, and leadership projects that include low
income women in decision making projects. The project offers assistance and
guidance to other non-profits assisting women. It offers educational services
to women, day care centers, civic associations and Latino organizations.



Hand Made in America

Hand Made in America is a non-profit organization whose mission is “to grow
the economy through craft, cultural heritage and the community assets of
Western North Carolina.”

The organization developed several programs to promote their objectives
including their Small Town Revitalization Program that works with small
towns to find funding resources to assist with revitalization and civic
projects. The emphasis of the organization is to promote entrepreneurs
that create hand made products that exhibit the cultural talent of the
Blue Ridge Mountain area of North Carolina. The community revitalization
promoted through the organization fosters economic growth to small southern
Appalachian towns.



Parks and Recreation

Throughout the country, communities are revitalizing their parks and recreation
areas along with other initiatives. Developing communities that are desirable
has to include green areas where people can enjoy their neighborhoods. The
Olentangy project in Worthington, Ohio is an example of a revitalization project
that will encompass open space, forestry and recreation in a 100 acre area along
the Olentangy River. The reforestation includes native trees and plants that will
inhabit new wild life. Bike and walking trails lined with wood chips are planned.
Completed are playground renovations and tennis court resurfacing.

The Community Development Block Grant (CDBG), one of the longest-running
programs of the U.S. Department of Housing and Urban Development, funds
local community development activities such as affordable housing, anti-
poverty programs, and infrastructure development.

CDBG, like other block grant programs, differ from categorical grants,
made for specific purposes, in that they are subject to less federal
oversight and are largely used at the discretion of the state and local
governments and their subgrantees.

What is a Block Grant?

The definition of a Block Grant is a lump sum of federal government
funds awarded to a state, county, or city government for use in a
general purpose.

The Federal role in administering block grants is less active when
compared to other types of grants. They generally do not specify
application requirements, negotiate awards, or evaluate the effects.
Federally mandated fiscal, administrative, and planning requirements
are set to the lowest levels essential to meet the federal goals.
The regional grantees are allowed to allocate the grant money at their
discretion in accordance with local needs. This provides the regional
governments with the flexibility to design programs and distribute
resources that target a wide array of issues.

The Housing and Urban Development (HUD) operates Community Development
Block Grant (CDBG) programs that may provide grants for long-term needs
to rehabilitate, construct or buy public facilities/infrastructures such
as water and sewer systems. The grants have been used to develop new
water sources, improve treatment, and replace distribution pipes. Also,
for specific disasters, Congress may appropriate additional CDBG funding
as Disaster Recovery grants.

In addition, HUD provides loans through the Section 108 Loan Guarantee
Program which can be used to finance public facilities, economic and
physical development projects, and housing rehabilitation.
